A twenty-first century approach to
meet global challenges

The world faces urgent shared challenges. These cannot be successfully addressed by countries working in isolation from each other, nor if a few countries monopolize or dominate the response. Inclusiveness, respect and dignity for all countries is essential for the co-creation of effective solutions.

Global public investment is a twenty-first century approach to tackling shared global challenges. It harnesses both the power of mutual interest – that we are interdependent – and the power of mutuality – that we achieve more by working together. It is an approach from which all countries benefit from shared solutions, to which all contribute according to their means, and in which all decide together as equals. It would strengthen accountability, and legitimacy, reduce fragmentation, and ensure that investments are appropriate, effective, and sustained.

The Coalition of Governments on Global Public Investment is a political and technical platform to advance GPI. A flagship initiative of the Sevilla Platform for Action, it is enabling pioneers to work together to shape the future of international cooperation and of international public finance, and is helping to open up opportunities to advance the renewal and remaking of multilateralism. The governments are working with civil society and international institutions to pilot and scale a framework for global public investment, through regional dialogues, policy research, and pilot projects, and to identify practical mechanisms to enable the realisation of GPI.

The Coalition is co-chaired by Colombia and Senegal. Meetings of the Coalition have been held in Sevilla, New York and Bogota. Over 25 countries are participating in the work of the Coalition, and more are welcome to get involved. Further regular convenings will take place across the world and online, across 2026 and 2027. By collaborating with each other in this way, leaders are not only advancing a fairer future in which all countries have a voice and a stake; they are also advancing a much more effective one, better able to tackle shared challenges and transform lives across the world.
